That’s literally just misinformation lol, R\* had GTA5, Max Payne 3, and LA Noire on multiple installations discs included with the physical purchase. It’s literally just so they can control the market for the game / keep resales from happening.

R\* themselves have done multi-disc releases in the past. Max Payne 3 and GTA5 had multiple discs for installation. The decision to not include a physical disc this time around is simply put, to control the market surrounding the game.
